Operational Model
Most EB-5 investments are made through Regional Centers. Regional Centers are entities designated by USCIS (U.S. Immigration and Customs Enforcement) to promote economic growth in specific areas of the United States through EB-5 investments. Regional Centers identify, develop, and manage investment opportunities to meet the requirements of the EB-5 program.
The Regional Center investment model provides investors with a streamlined immigration process. By notifying a Regional Center, investors can participate in projects that have been approved by USCIS and are typically managed by an experienced team with the potential to create jobs.

As of July 2024, there are 712 approved regional centers, 545 of which have been terminated*. Since the USCIS required the submission of integrity funds, another 25% of regional centers have closed down, which means there are now about 400 regional centers.
In the past, EB-5 has issued approximately 120,000 green cards, of which 91% were completed through regional centers, approximately 100,000.
The total EB-5 quota is 10,000 green cards per year. To ensure fairness and diversity, each country cannot exceed 7% of its quota, which means 700 green cards per country per year (including investors and family members).
